New tzdata packages address US Daylight Savings Time (DST) changes

Due to the Energy Policy Act passed by US Congress, the DST starts on
March 11th already. See [1] for details.

To address these changes, I have uploaded new tzdata packages containing
updated timezone information to the following (temporary) feed:

http://handhelds.org/~rw/tzdata/

To install the packages either point ipkg directly at any of them
("ipkg install <url>") or add that feed to your ipkg configuration.

# echo "src/gz tzdata http://handhelds.org/~rw/tzdata/" \
> /etc/ipkg/tzdata.conf

I haven't had the time to test the packages as I'm leaving for a
conference tomorrow. If there are any problems please report them
to this list. I'm sure someone else will be able to help. Otherwise
I will get back to you as soon as I'm back home next Friday.

Once the packages have been tested or reported to work they will be
added to the unstable feed and/or the 0.8.4 updates feed.

Thanks to Todd Blumer for writing the intial tzdata bitbake recipe and
to Mike Westerhof for his additional work on it.
