  The blinking LEDs mean that wifi driver has been loaded and wifi
started scanning (orange light blinking) or it has even associated
(green light blinking/light off). For battery saving, if you don't need
wifi, you can turn wifi off either by removing the driver, or using Erik
Hovland's devpower package:

 To the suspend - you are probably using non-original battery which
doesn't everytime contain monitoring chip. ipaq-sleep daemon then reads
battery information from apm, which says 0%, and decides, that it is
time to suspend PDA to save it from battery depletion. Killing
ipaq-sleep and starting it with -a flag should help.
