Basically, go to http://www.handhelds.org/cgi-bin/upload-package.cgi
. The signature of the file can be created as such:
        gpg --armor -sb foo.ipk
Jamey Hicks says he wants to have your public key; whether the upload
works without him having it I don't know. His email is

I have the first step towards the new package system running on
handhelds.org. It enables a package maintainers to upload packages
directly to the unstable feed. It's an interim solution -- eventually
we want maintainers to upload source packages and have buildd create the
binary packages.

If you have an openpgp public key registered, you can upload binary
packages to the everything and unstable feeds via the following link:

http://www.handhelds.org/cgi-bin/upload-package.cgi

The first file is the package to send. The second is the detached pgp
signature of the file, created as follows:
        gpg --armor -sb foo.ipk

Send me email if you have questions about this or problems with it.
Email me your public key if you want to be added to the keyring for
uploads.
        gpg --armor --export yourkeyid | mail -s '[package] pkgnames'
jamey.hicks@compaq.com
where yourkeyid identifies the key you will sign packages with and
pkgnames is the names of the packages for which you are the maintainer.
