Sounds like a plan then! Suggestions for a name? gpe= is rather
specific IMHO but is the best bet so far.

Except when a CF card is inserted and everyone gets SIGHUPped. Also, I
was thinking of having fmenu read that format directly - no point in
inventing yet-another-menu-format.

I think the gpe= thing is the solution to the menu problem. When a CF
card is inserted/removed update-menus should be run. update-menus also
has to be altered to take menus from multiple locations.
Now we just need someone to fix update-menus etc.. ;-)
