This actually means that your ipkg is out of date.

I can certainly make a locale-base-uk package if you want. It hasn't
been top priority because we don't presently have any Ukranian
translations (or, as far as I know, any Ukranian users). If you can
struggle on with a different locale, "ipkg list | grep locale-base" will
give you a list of those that are available.
