It's possible to satisfy all the dependency requirements with GTK2
packages, though ipkg will likely need a bit of help to figure this out.

In the case you mentioned, gpe-dm doesn't have any direct dependency on
GTK, but it depends (perhaps indirectly via gpe-session-scripts) on
gpe-login which does use GTK. Either gpe-login or gpe-login2 will do
here; in a GTK2 environment you need to select gpe-login2.
