gpe development on cygwin

I'm hoping to join in some gpe development and bug fixing. My main
desktop at home is a win2k pro box, but I do have cygwin installed.

I was wondering if anyone has done any gpe dev on cygwin. I tried but
when I went to make libgpewidget I got errors that I believe are due to
gtk not being installed. I don't see a cygwin gtk package. I might be
dumd and/or blind.
