interactive help

So, today I did some work on the gpe-what interactive help system. The
user interface is still the same, in that you tap on the help icon and
then on another button, but the implementation is substantially
different and seems to work a bit better now.

libgpewidget 0.35 and gpe-what 0.21 are needed for this new code to
work. Both these are in unstable now. The new gpe-what has no
dependency on GTK so there is no longer a separate gpe-what2 package.
