Well, the ideal would be a GUI interface that allowed you to define tabs
and associate them with category data in arbitrary ways using a drag and
drop interface. But a config file would be a reasonable first step.

I would be inclined to do it the other way around, so you would say
something like:

Main: PIM IRC -Opie
Media: AudioVideo

or whatever, if you wanted to put both PIM and IRC (apart from Opie
programs) into the Main tab, AV apps into Media, and so on. Also, I'd
prefer to make the tabs more like filters than classic folders, so a
program would show up in every tab for which it contained an eligible
category, rather than just going into the first one. You'd still have
an "All", which would allow you to select apps not categorised
elsewhere.
