It'd certainly be possible, but it does seem a bit like an exercise in
futility to invent a new mini-GUI (and implicitly commit to all the
future maintenance that goes with it) just for this.
If we can't conclusively heal the X-vs-Qt/E schism, then the easiest
answer is probably to just go on making separate bootstrap images with
Opie/E preinstalled and no X. So long as both the X and the Qt/E routes
allow you to do what Russ suggests, ie get set up and on the network
without the need for a "host" machine, then from the user's perspective
that ought to be pretty much good enough.
