As a start I have uploaded a template OPML file to cvs (GPE.opml). We'll
have to wait and see how well it works. But by all means add your own
bugs/features, but only ones you think could do without a bugzilla report.
I've set the layout like it is so it's nice and clear, if anyone strongly
dissagrees with it please say so :-]
