building gpe

I checked in a small makefile fragment at the top level that one can use
to build the whole of GPE at once:

$ make -f Makefile.gpe DESTDIR=`pwd`/tmp-install install

A few programs failed to build, so I left them out for the time being.
I think gpe-appmgr, gpe-conf and gpe-soundbite are in this category.
The latter probably just needs its makefile tweaked to default to GTK 2;
the former two look like they are set up for cross-compiling by default.
