Okay, I got carried away and did the package.
xkbd-layout-fr_0.01_all.ipk in familiar unstable. Please
check it out.

The keyboard file itself is called "fr_FR.azerty.xkbd"; 'azerty' is
the common name for this keyboard layout, correct? And 'fr_FR' is
also okay, as there could be a different 'fr_BE' for the guys in
Belgium for instance, right?

I also provided a caps.xpm file in the package, maybe you want to
use that instead of saying "Caps" on the button (I did that for the
German layout)? It's your choice.
