It is mainly for abstraction and better overview. Sure we could mix up
everything in CVSROOT but grouping things that belong together is IMHO a
good idea. Besides this modifying the CVSROOT using cvs is a real pain ;)
For example there is no way to remove a directory from a CVROOT using cvs
once it is created. Within the modules this is no problem at all.
