ahhhh...
might have it.
because of the way i exported the usqld repository the g+s tags on
directories didn't carry over from my machine at home, so it wasn't
trying to force your group to proj_gpe when cvs was making the lock
files.
all of the dirs in cvs should now be g+rws proj_gpe.
N.B. anoncvs from using CVSROOT=:pserver:anoncvs_at_cvs.handhelds.org:/cvs
seems to work now, but /cvs/gpe isn't --allow-root on the pserver so
anoncvs to that repository won't work yet.
