This may be a bug in gpe-todo. It wouldn't surprise me too much if
there were some missing iconv calls. I would recommend that you use a
UTF-8 variant of the cs_CZ locale, if that's possible.

I'm not sure what the problem would be here. You could try installing
one of the pre-existing translations (German, say) and make sure that
this works for you. Alternatively, if you submit your Czech
translations to the TP, I can import them into CVS and experiment with
this myself.
