I think this would be a retrograde step. Widgets like toolbars already
provide explicit hooks for tooltip text; given that we need some way to
display interactive help, this seems like as good a method as any to
hang the data off the objects. It also means that on a desktop system,
where tooltips are actually valuable, they come for free.
What would probably be better would be to override the tooltip class
with one that behaves differently on pen-based systems. In the worst
case we could arrange this by having it inspect some property on the
root window, perhaps placed there by the same application that hides the
pointer.
