One possible solution (though not actually the one you suggested) is now
implemented in libgpewidget 0.10. If the GPE_STYLUS_MODE property on
the root window is set, GPE programs will disable tooltips and make the
cursor invisible.
There is a small utility to set this property included in the
libgpewidget source directory: gcc -o stylus-mode stylus-mode.c
`gtk-config --cflags` `gtk-config --libs` should build it. Of course,
this really needs to be set automatically based on the hardware in use.
