Okay, in that case I'll check in a local copy in gpe-appmgr for now, and
we can remove it later when the library is ready.

Yup, that's indeed what was happening with gpe-appmgr previously. What
I meant by incompatible is that once you update an application to use
the new-style code, it's almost certainly going to stop working with the
older dock because the window will never get mapped. I suppose one
workaround might be to have the app map its own window if
tray_find_dock() returns false at startup time.
