Problem in making ipkg feed (repository) on windows

Hai!

I am using ipkg for package installatio/uninstallation. I created a
repository of packages in my linux system succesfully but when I was trying
to make repository of packages on windows, I am getting problem.
Using cygwin I created linux like environment (installed ipkg-utils also)
over windows and tried to run command " ipkg-make-index . > Packages "
inside the reposirory directory. It is giving following error.

$ ipkg-make-index . > Packages
