nmf packages

I've uploaded some alpha-quality gpe-nmf packages to unstable in case
anybody is interested in playing with them.

Some notes:

 - the decoders are packaged separately: you need to install at least
one of gpe-nmf-mp3 and gpe-nmf-ogg as well as the gpe-nmf base package.
 - GTK 2 is required.
 - the playlist editor doesn't work at present. However, you can create
playlists using an external program and load them into NMF by clicking
the eject button. See "test.xml" in CVS for an example of the format.
 - Vorbis playback quality on the iPAQ is not as good as I would hope.
I'm not sure if this is due to NMF or the fixed point Vorbis decoder
itself. It would be interesting to compare performance with cogg.
 - The builtin volume control only allows you to turn the volume about
halfway down. I think this is a GTK issue.
