Is GPE Meant to run on X?

Is GPE a window manager/API environment running on top of X like KDE or
GNOME is in the desktop world or is it it's own GUI environment like Opie?
I'm sorry if I'm asking a stupid question, but I didn't see anything about
this on the GPE home page. Opie's web site is very clear from the git-go
that it does not run on top of X.

I'm hoping GPE does run on top of X. X/familiar is in desperate need of a
clean *PDA*-oriented programming environment and window manager. Opie is
very nice in this regard, but it sacrifices all the flexibility of X,
particularly in a wireless networked environment such as 802.11b.
