I think /usr/bin/bl is already setuid root in recent versions of
h3600-utils. It probably doesn't do any harm to set it again though.

Running ipaq-sleep as a non-root user should be OK. This is what the
session scripts do already. Having $HOME/.ipaq-sleep.conf for user
preferences seems like a great idea.
