gpe-config-sleep(gpe-isgui) in CVS

I've just finished checking in gpe-config-sleep, as released as gpe-isgui.

I believe I got all the files I needed. I was able to rebuild it running
./autogen.sh --prefix=/usr.

Um, that's it...I guess
