Because it's one of those things you might not *want* to exit! There is
a setting in the latest CVS for it, but you have to manually add it to
~/.gpe/gpe-appmgr.

Except then (A) when appmgr isnt active you get two chooser-things, and
(B) when appmgr is active, you have to use a different chooser than you
may want...

~/.gpe/gpe-appmgr is a menu-style file; add "on_window_close=exit" and
it will close when you want it to :)
