The latest version in the unstable feed does have recurrence
implemented, courtesy of Joe McCarthy. You need 0.20 or later.
If you want to contribute changes to an existing GPE program, the first
step is to check out the code using anonymous CVS, make a patch, and
file it in bugzilla. If you find yourself doing this frequently, or you
want to contribute a completely new module, we can set you up with
direct write access to the CVS tree.

Matchbox isn't running while the login screen is displayed, so this
would be a gpe-login problem. I've never seen that effect - can you
make a screen capture to show what happens?
