I think it is a good idea.
Here is a small xkbd config that do the stuff ( of course, you have to give numeric-only pass to your users)

Put the file into your /usr/share/xkbd/kbdconfig
( mallum: ~root/.xkbd is the *root*s kbd, not everybody's one.. )
( mallum:(2) I agree that gpe-login and gpe-lock should call xkbd with a specific config file..)
