Note that on a 'single-user' iPAQ the owner will expect their alarms to
take effect in all circumstances, but we don't (currently at least) have
any way of knowing which user they are. So, if someone reboots their
iPAQ they'll be rather upset if the alarms don't work, even if this is
because they haven't logged in yet since the reboot.
