I have had this happen to me too. Try a hard hard reset - that is power off.
(The slide switch on the bottom left (under the sliding cover), near the DC
input jack, will turn off all power.)
That should at least let you boot Windows CE again.
As for you not being able to see the serial on the console, I suggest you
setup
your terminal emulator before doing the "tools->bootldr->run after loading
from file"
That way you will at least be able to see if there is any serial output.
Do you see anything on your terminal emulator?
